ICSEI 2013 will focus on obtaining knowledge about and comparing the modalities adopted by different educational systems concerning these topics, their results, and the lessons learned.
This congress seeks to address the school effectiveness issue beyond the school itself, opening an opportunity for discussion about the importance of the way in which the systems can and must contribute to such effectiveness. Specifically, the Agenda will include four subthemes
- Systems of educational governance for school effectiveness and improvement. (national, regional, district; public, prívate, and combined governance at the school level).
- Support and accountability systems for school effectiveness and improvement.
- The school as a system: keys for improvement.
- The classroom: expression of systemic changes and main learning scenario for students and teachers.
Keynote speakers:
- Michael Fullan, Professor Emeritus OISE/UT, internationally known author and consultant on system change. He is invited to speak on the general theme of alternative systems for school effectiveness and improvement.
- Henry Levin, Professor Teachers College Columbia University, Director of the Center for Studies of Privatization in Education. He is invited to speak on the theme of alternative systems of governance as related to education quality and improvement, particularly public/private and private alternatives.
- Marlene Scardamalia, Professor OISE/UT, Director of the Institute for Knowledge Innovation and Technology. She will address 21st Century learning skills pedagogy and assessment.
- Emiliana Vegas, Lead Economist, World Bank Human Development Network. She is invited to speak about her international comparative work on “teacher policies” and evidence of their impact on education quality.
-Sara Ruto, Regional Manager Uwezo East Africa. She will speak about the experiences of the Uwezo project, a civil society run accountability system that has been implemented country-wide in Tanzania, Kenya and Uganda.
Proposals will be accepted beginning June 15 and closing August 6.
