La construction d'une gestion des personnels articulée à un pilotage politique du système scolaire et capable de répondre aux problèmes actuels est un défi de grande ampleur. Le slogan « gérer les compétences » est l'expression-symptôme d'un malaise institutionnel et d'une idée (confuse) pour sortir de la crise diffuse autour de la définition du travail enseignant. Il propose une nouvelle régulation de l'Education nationale, et, pour les enseignants, une nouvelle forme d'échange autour du travail. L'article explicite d'abord les concepts de compétence et d'échange social autour du travail, pour déployer ensuite l'argumentation de la gestion des compétences. Enfin il montre les obstacles concrets auxquels celle-ci pourra difficilement échapper, notamment la carence d'une compétence collective de supervision.


The construction of a management of the staff linked with a political running of the school system and capable of meeting today's needs is a large-scale challenge. The slogan "management of the skills" is the symptomatic expression of an institutional malaise and of a confused idea aiming to get out of the diffuse crisis pertaining to the definition of the teacher's work. It proposes a new regulation of the Education Nationale and, for the teachers, a new form of exchange around the work. This paper first describes the concepts of skill and social exchange around the work and then, dwells on the argumentation of the management of skills. Finally, it shows the concrete obstacles this management will hardly escape, particularly the lack of a collective supervising skill.
